I'm with trout on this one (seriously).
College drinking is widespread, and everybody knows it. The severity of the punishment should not be high, rather the odds of getting caught should (If they really want to cut down on under-age drinking).
Because I sure as hell am not worried about a $700 fine, who'se going to catch me?
