I just drew a direct correlation between Beebs apparently supporting people who are definitely ruining mutually shared resources (the environment) and breaking laws in order to seemingly continue this process once the people preventing them from getting away with whatever they want once they gain power. So yes, it does seem like he is saying that.

Conservatives have a very long and rich (no pun intended) history with opposing legislation and regulation devised to help or at the very least stop hurting the environment, mostly on grounds that it infringes in their personal liberty to do whatever they want to make money regardless of who or what they harm along their way.

Psychedelics are illegal not because a loving government is concerned that you may jump out of a third story window. Psychedelics are illegal because they dissolve opinion structures and culturally laid down models of behavior and information processing.
