I'm not really sure what you're getting at. The President proposes a budget, congress makes changes/votes on the budget, and the President can sign or veto the finalized budget. Secondly, if I weren't supported by my father, I would not be unemployed. I would work whatever job I could get. By the way, I'm not unemployed, assholes. I manage a piece of residential property.
