She needs to go much lighter on the mascara. Focus more on supporting "skin color" makeup around the eyes to avoid the 'coon eyes. A darker foundation wouldn't hurt. I'm just guessing this shit from shit i've seen on TV/movies, though. BDH would be the real expert here.
