There are a lot of things that are OTC in Mexico, Benzos and steroids mostly, although I think a lot of it is sort of grey market, turn a blind eye type of stuff.

They are a little stricter on the OTC stuff in the past year or so, at least in border towns. Steroids are still incredibly easy to obtain as I have a few friends that go south and juice.
