Yes, because doing both would be absolutely impossible.
No matter how hard you try to be annoying, hand out pamphlets, and ring doorbells, odds say you will not reach everybody, and will reach fewer and fewer people with each year (look at where populations are growing). You can't ignore this fact, and it won't go away by covering your eyes and saying you're doing the best you can, because that won't really help the babies burning in hell for all eternatity.
