UK isn't the US, much easier to regulate things on an island, we don't have a mexican border, let alone a canadian one, I don't think that much can or should be adopted in the US.
It's been 44 years since the shotgun was banned, but provided you don't have a criminal record and go to a shooting club for 6 months or so you'll be able to get a license.
Handguns were banned in 1997 and although a committed gangster will be able to get one, most people would probably find it hard. Does this make gun crime harder to commit? of course.
Eh the question was curtailing murder, murderers gonna murder I think, although they'd have to be more creative to get the kill counts you can get in the US.
