It's not a fair comparison:
The bicyclist puts up the brains and the muscle.
The horse only puts up the muscle. (Although I suppose a horse could be a nutcase, nevertheless it is the jockeys expertise and the horses conditioning that wins a race). This is assuming that the weight of a jockey is negligable.
I'd imagine that there is little if any advantage to having the most high tech bike, they probably all have the best technology available. So lance gets the win.
