Cut preason games to make room for a tourney wouldnt make much sense. One of things that they want to preserve about college football is that every game matters, if you slip up, fuck up once, its much harder to make it in the championship game. They dont want teams to be able to afford loses, teams need to play each game like its their last if they want a crystal footballl
Also the time consideration could work, if you are going to ask a coaching staff to both recruit football players, and prepare for a very tough opponent, its not going to be something they are willing to tackle. What will result is that the teams that do make it into the tourney are punished because the teams who didnt make it now have a recruiting advantage.
I think they only way they should have a tournament is if they have a tie at the end of the season, which very well could happen now. The two teams that are tied, square off and the winner takes all. It still keep the integrity of the regular season intact, and allows the BCS to stay in place rather than bitch about getting a new system.
