There are ways around this. I'm with FC, just sounds like excuses. I'm with you; I am delaying taking the GRE this fall and i'll probably do horribly. But I won't make an excuse like "the library is too loud".
Also, if the library is too loud, lay the fucking hammer down. You're a decently sized guy, tell those fuckers to shut the fuck up and shame them publicly. You'll probably get applause, if only from the librarian.
