I would love for there to be an intelligence test that one must pass in order to vote in each election. Your IQ must be at LEAST 80. Some of the most knowledgeable people aren't the smartest, it's a fact of life. Some leaders of more or less average-intelligence are some of the best.
As for the income thing: it's somewhat of a joke. But it would still be a better test than an IQ test.
