Yes because it's normal practice to purposely deprive people of visual stimuli past the developmental stage. Neuroplasticity relies on stimulating neuronal activity, not suppressing it. In addition, it refers to the rewiring of axon pathways so that signals wouldn't necessarily need to originate from the optic nerve. Synesthesia is already a condition (for lack of a better term) that modern science is familiar with, in which people are able to experience certain senses via other senses. In other words, there are people for example, who experience tastes or sounds when presented with visual stimuli.
I've mentioned on here before that there is at least one case study of someone who was born without the left side of their brain (where the major language areas are) who learned to speak without issue, as well as use the right side of their body (despite it being controlled by the left side of the brain). Is it such a stretch that within 25 years we won't be able to figure out how to stimulate visual neuronal connections to a point where vision no longer relies on direct pathways from the optic nerve to the visual cortex? I submit that it is not.
