Interesting. Did you compile this? I'm curious what determines which country has the most corrupt government. Sounds pretty vague and open for debate, so probably not wise to state it as fact.

I did not compile it. Corruption is a difficult thing to measure and I'm sure it has many variables. I would assume things like capital flight, nepotism, economic control, political control, and things of this nature are all measured to come up with a corruption index. Also, this data is from 2008, so the corruption index may have changed since then. And, according to several different online sources, it has changed. Although each different source gives a slightly different variation of the list, leaving your conclusion of corruption being difficult to measure as quite reasonable.
